There are some low-cost options to consider. One would be to combine resources with other organizations working on the same topic. Several organizations may be able to share the expenses, expertise and staff time to conduct an evaluation that covers all programs without the paying all the costs.

Another low-cost option would be to approach a university in your city. Universities can provide a wealth of evaluation expertise, as well as potential free or low-cost labor from professors and/or graduate students who are interested in the topic and opportunity. Alternatively, if you want to address the root causes of limited funding, you could lobby relevant institutions and ministries to allocate funds for evaluation.
